Impeachment talk ends Faculty Senate meeting

Dallas Brozik, professor of economics and finance, reads a letter calling for the removal of Brammer from her position amid allegations that the Senate failed to investigate a grade change incident.

Ten Marshall University faculty members have signed a letter calling for the impeachment of Cam Brammer, chair of Faculty Senate, saying she has not done enough to investigate claims of grade changing within the College of Education and Human Services.

The letter, read by professor Dallas Brozik during Thursday’s meeting, said Brammer has “failed to provide the necessary leadership on a matter of great importance to the faculty and as required by the Constitution of the Marshall University Faculty.”

“The constitution requires the Faculty Senate be proactive,” Brozik said. “That was the reason the call for the impeachment was made.”

The process of impeachment is not outlined in the Faculty Senate Constitution. However, Article 6 Section 5C of the constitution states the Faculty Senate can remove an officer by making a motion to rescind the election.   Section 5E of the same article states that at least 10 faculty signatures are required for the Executive Committee to form an ad hoc committee to investigate grounds for rescinding the election.

The letter Brozik presented to Brammer had 10 faculty signatures. Brozik said a single person did not write the letter, and he declined to give the names of the 10 faculty members who signed it.

“I have no idea what I’m supposed to do with that,” Brammer said after Brozik read the letter.

“The Executive Committee must follow through on it,” Brozik told her.

In October’s Faculty Senate meeting, Brozik said the Senate should “get off their collective butt” to investigate the grade change allegations. A petition with 42 faculty signatures has since been presented to the Faculty Senate.

Brammer said at the beginning of Thursday’s meeting the Executive Committee is working to determine if an investigation is warranted.

“The solution they have presented that the Executive Committee be the ones investigating is incorrect,” Brozik said. “The constitution does not establish the Executive Committee as an investigative body. It does not belong in the Executive Committee.”  

Brozik said the Faculty Senate has three options now that the call to rescind the election has been made. He said Brammer could resign, the senate could vote to rescind the election or the impeachment will proceed.

   “This is just a call for the impeachment proceedings to begin,” Brozik said. “I don’t know what the results are going to be.”

   In other Faculty Senate news:

   The Core Foundations Ad Hoc Committee, which oversaw changes in the curriculum, was officially dissolved. The committee was responsible for adding, deleting and changing courses to the university catalogue and replacing UNI 101 classes with First Year Seminar classes.

   Provost Gayle Ormiston said the Campus Conversations have facilitated conversation among faculty. Campus Conversations is a series of discussions the provost hopes can bring about change throughout the university. Ormiston said six ad hoc work groups have been formed to look at faculty and academic issues, including quality of faculty life and academic program restructuring.

   The next Faculty Senate meeting will be at 4 p.m. Thursday, Dec. 10 in Memorial Student Center Room BE5.
